Proposed Statewide Programs
Despite the fact that the MHSA does not specifically mention or provide direction regarding
"statewide" programs, many key stakeholders, including DMH, CMHDA, the Oversight and Accountability Commission (OAC) and the California Mental Health Planning Council (CMHPC), felt that there would be significant value in taking a “statewide” approach to some issues. There was a strong recognition that in some cases such an approach could be highly cost-effective and promote best practices.
Yet, the mechanics of implementing such programs has been challenging to date. CMHDA remains dedicated to ensuring that MHSA resources, including those identified for
"statewide" or "state-administered" programs, reach local communities in a timely manner and include local stakeholder participation.
CMHDA continues to work closely with DMH, OAC, and CMHPC staff, as appropriate, to investigate implementation alternatives. CMHDA has been transparent with stakeholders and the OAC in our intent to explore alternative options. We have no intention or desire to alter the goals and objectives of proposed
"statewide" programs that have already been identified.
CMHDA’s intent in exploring alternatives to state DMH administering “statewide” programs is to expedite the implementation of programs that local stakeholders are eagerly anticipating. In addition, implementation strategies should consider how sustainability is supported. If a program is effective and should continue, the choice of an administrative mechanism should be one that best meets the needs of local communities and their stakeholders. Regardless of the mechanism selected, DMH, the OAC, and the CMHPC will retain their roles and responsibilities in guideline development, local plan approval, and implementation oversight and accountability.
